2023年9月21日，美国消费品安全委员会 (CPSC)发布了16 CFR Part1263纽扣电池或硬币电池及含有此类电池的消费品的法规。

On September 21, 2023, the U.S. Consumer Product Safety Commission (CPSC) issued 16 CFR Part 1263 Regulations for button or coin Batteries and consumer products containing such batteries.

一、法规要求1.Regulation requirement

该强制性法规制定了纽扣电池或硬币电池，以及含有此类电池的消费品的性能和标签要求，以消除或减少六岁及以下儿童因摄入纽扣电池或硬币电池而受伤的风险。该法规的最终规则采纳自愿性标准ANSI/UL 4200A-2023，作为纽扣电池或硬币电池及含有此类电池的消费品之强制性安全标准。同时，考虑到检测可用的有限性，并为了避免应对困难,CPSC授予了从2023年9月21日到2024年3月19日的180天的过渡期,过渡期结束后即转为强制要求。

This mandatory regulation establishes performance and labeling requirements for button or coin batteries, as well as consumer products containing such batteries, to eliminate or reduce the risk of injury to children six years of age and younger from ingesting button or coin batteries. The final rule of this regulation adopts the voluntary standard ANSI/UL 4200A-2023 as a mandatory safety standard for button or coin batteries and consumer products containing such batteries. At the same time, in view of the limited availability of testing, and in order to avoid difficulties in responding, the CPSC granted a 180-day transition period from September 21, 2023 to March 19, 2024, which will become mandatory when the transition period ends.

At the same time, the CPSC also issued another rule, which adds 16 CFR part 1263 button battery or coin battery packaging warning label, also includes individual packaging of batteries, the final rule will be officially effective on September 21, 2024.

二、关于16 CFR Part 1263具体要求如下The specific requirements for 16 CFR Part 1263 are as follows:

16 CFR 1263 适用于“纽扣电池或硬币电池”直径大于高度的单节电池。但该规则豁免供 14 岁以下儿童使用的玩具产品 (玩具产品含有纽扣或硬币电池，须满足 16 CFR 1250 的要求) 和锌空气电池。

16 CFR 1263 is suitable for single cells with a "button or coin battery" whose diameter is greater than its height. However, the rule exempts toy products intended for use by children under the age of 14 (toy products containing button or coin batteries that meet the requirements of 16 CFR 1250) and zinc-air batteries.

每个包含纽扣电池或硬币电池的消费品都要符合标准ANSI/UL 4200A-2023要求，产品包装标识需包含警告语内容、字体、颜色、面积、位置等。

Every consumer product containing a button or coin battery must meet the requirements of ANSI/UL 4200A-2023, and the product packaging logo must contain the warning message content, font, color, area, location, etc.
